Localism bill becomes law



Powers affecting contaminated land and planning and businesses using a property development solicitor have been transferred from Whitehall to local councils as the localism bill becomes law.

The "flagship" legislation puts a raft of new rights governing planning law and property development into the hands of local communities.

Local government and communities secretary Eric Pickles described the legislation as "the beginning of an historic shift of power from Whitehall to every community to take back control of their lives".

The law includes a new general power of competence that gives councils more freedom to work together to improve services and drive down costs.

It also provides powers for councils to remove illegal advertisements and graffiti and prevent fly-posting, while giving planning authorities stronger powers to tackle abuses of the planning system.

The Community Right to Build allows communities to bring forward proposals for development they desire, such as homes, shops, playgrounds or meeting halls.

Mr Pickles added: "The Localism Act pulls down the Whitehall barricades so it will no longer call the shots over communities - bug bears like housing targets and bin taxes are gone."
