Councillor wins Twitter litigation and dispute resolution case

A councillor in Wales has become the first person in the UK to win damages for libel in a litigation and dispute resolution case involving Twitter.
Caerphilly town councillor Colin Elsbury was ordered to pay £3,000 and legal costs after claiming that a rival had been removed from a polling station by the police.
The allegation against Eddie Talbot was untrue, as it was a member of the public who had been ejected during a by-election in 2009.
Mr Talbot argued that the Twitter post had left him open to ridicule, a claim that the High Court in Cardiff upheld.
In addition to the financial penalties, Mr Elsbury will have to publish an apology on Twitter.
Mr Talbot's solicitor Nigel Jones suggested the ruling could mean more cases like this are taken to court.
He said: "It is the first case that I have heard of in Britain, but no doubt there will be more when people realise they can sue for Twitter libel."
It comes as ex-New Zealand cricketer Chris Cairns launches proceedings against former Indian Premier League chairman Lalit Modi over allegations made on Twitter.
