Govt stance on construction licensing welcomed by REC



People looking for an employment contract law service have learned that a proposed construction licensing scheme looks set to be abandoned.

In a House of Commons debate on the gangmasters licensing (extension to construction industry) bill, employment minister Edward Davey said such a system would not be the right way forward.

He explained that licensing is an "expensive and untargeted system of regulation", adding that "regulatory safeguards are already in place for all agency workers, whichever sector they work in".

Commenting on the development, the Recruitment and Employment Confederation (REC) said the government's support for the industry line is "good news".

REC director of policy and professional services Tom Hadley added: "The debate on extending licensing across the whole of the recruitment industry is dead and was always a non-starter."

The debate, he went on to say "confirmed that there is also no appetite for a piecemeal approach to regulations across the different sectors".

Mr Hadley also emphasised that recruiters are already planning for AWR and pensions reform, making more regulation a burden they do not need.

AWR - Agency Workers Regulations - will affect recruiters from October 2011.
