Censure for MoD after asbestos survey "ignored"

A formal Crown Censure has been received by the Ministry of Defence (MoD) regarding the risk of exposure to asbestos fibres.
Yesterday (September 13th), the Health and Safety Executive (HSE) gave the censure to a senior manager of one of the MoD's operating arms, which is responsible for managing asbestos at a base in Bicester, Oxfordshire.
It was deemed that Defence Estates (DE), together with its facilities management company Interserve (Defence), did not follow the recommendations made after an asbestos survey in 2005, ignoring the results for more than a year.
Although DE said it had taken action and now continues to implement measures to prevent a reoccurrence of the problem, the HSE confirmed it did not comply with the Control of Asbestos Regulations 2002 4(8)(c), 6(1)(a) and 10(1)(a) between certain dates.
"The standard for managing asbestos at the Bicester site fell far below what the law requires," explained Heather Bryant, HSE director for the east and south-east division.
"The arrangements they had in place for managing [risks] were not effective."
Last month, a ship breaking company in north Lincolnshire was fined for potential asbestos exposure.
HSE investigations found that Acetech Construction did not undertake sufficient research to determine the presence of the substance before employees began work on a specific vessel.
