Calls made for improvements in UK tax law changes

The way tax laws in the UK are created is fundamentally flawed and must be improved, one industry commentator has suggested. According to president of the Chartered Institute of Taxation (CIOT) Vincent Oratore, current legislation could lead to some members of the public being able to avoid paying levies, but others losing money they are not supposed to. "There is not enough expert scrutiny and there is insufficient parliamentary time to consider properly the effect that changes will have in practice," he said. To remedy this problem, he suggested implementing a Joint Committee on Taxation, which would bring together members of parliament (MPs) and peers to examine new laws and make use of tax expertise in the House of Lords. Mr Oratore went on to explain the move would also improve the role of backbench MPs. The CIOT was formed in 1930 and today has close to 15,000 members.
