'Jury still out' on effect of Working Time Directive

The full impact of the Working Time Directive on employees in Europe is not yet known, it has been suggested.
According to Katy Nicholson, a spokeswoman for Keep Britain Working, there is little evidence that the legislation has increased job numbers across the continent.
Her comments follow claims made by the Chartered Institute of Personnel and Development that employers are concerned about the laws.
It claimed that the regulations had a negligible value in limiting unhealthy workplace behaviour and it called for their repeal.
Ms Nicholson stated: "Certainly, workers should be protected from exploitation and a level playing field of employment law across Europe helps each European Union economy compete on an equal basis."
However, the flexibility shown by the British workforce over the last few years of the economic downturn has helped to retain jobs and cut the rise in unemployment to below the predicted three million, the expert added.
